APPROVALS & RULES
Building a house in Mysuru: approvals, setbacks and paperwork (2026)
Mysuru has its own master plan, its own setback table and a new development authority. Here is who approves your plan, the documents to have ready, and how much of a 30x40 or 40x60 site you can build on.
Mysuru does not follow Bengaluru's building rules. The city has its own master plan, its own setback table and, since May 2025, a new development authority. If you are planning a house in Mysuru, these are the rules that decide how big it can be and the papers you need before an architect starts drawing.
The figures below come from the Development Control Regulations of Master Plan II-2031 for the Mysore-Nanjangud Local Planning Area, which covers the Mysuru City Corporation area and Nanjangud, and from Mysuru City Corporation's published application procedure.
Who approves your building plan in Mysuru
If your plot is inside Mysuru City Corporation (MCC) limits, MCC issues the building licence. Plots outside the corporation but inside the planning area, including many newer layouts, come under the Mysuru Development Authority (MDA). MDA replaced MUDA under the Mysuru Development Authority Act, 2024, which came into force in May 2025. In village areas the gram panchayat may be involved. Confirm which body covers your plot before your architect prepares drawings, because the application goes to that office.
Whichever office it is, the zoning rules are the same: the Master Plan II-2031 regulations.
Documents MCC asks for
Mysuru City Corporation lists these attachments for a building licence. Every document must be attested.
- Form-III, the extract of the property tax register
- The latest property tax paid receipt
- Sale or title deed
- Encumbrance certificate
- Land conversion order and change of land use order, where they apply
- Revenue sketch, where it applies
- A detailed building plan to the required scale, with the architect's licence copy
- No-objection certificates where they apply, for example from the fire service or the Airport Authority of India. Most single houses will not need these.
MCC's process: your application is verified by the case worker and revenue section, then by town planning, an engineer inspects the site, the Commissioner approves or rejects it, and you pay the fee on the demand note before the approval is issued.
Get the property record right first. MCC holds property records as e-Aasthi (e-Khata). For an A-Khata you will need the registered deed, an encumbrance certificate and the current year's tax receipt. A plot with a disputed or incomplete record will stall at the first step.
Setbacks in Mysuru
This is Table 5-1 of the Mysuru regulations, for buildings up to 11.5 m tall on plots up to 4,000 sq.m. Width and depth are checked separately: side setbacks come from the plot's width, front and rear from its depth.
| Width or depth of the plot | Sides (from width) | Front (from depth) | Rear (from depth) |
|---|---|---|---|
| Up to 6.0 m | 1.0 m on one side | 1.0 m | None |
| 6.0 to 9.0 m | 1.0 m each side | 1.0 m | 1.0 m |
| Above 9.0 m | 8% of width each side | 12% of depth | 8% of depth |
Every setback in the last row is at least 1.0 m. Taller buildings use a separate table, and plots over 4,000 sq.m need 5.0 m on all sides. These are not the Bengaluru figures; for Bengaluru, see setback rules in Bangalore.
Coverage, FAR and height
In the Residential (Main) zone, a plot up to 360 sq.m can cover up to 75% of the ground with a floor area ratio (FAR) of 1.50. From 360 to 1,000 sq.m it is 65% and 1.75. The Residential (Mixed) zone allows 70% coverage and FAR 1.50 up to 360 sq.m. If the road in front of your plot is narrower than 9.0 m, the building cannot be taller than 11.5 m.
On most house plots in Mysuru, the setbacks leave less than the 75% coverage limit, so the setbacks decide the footprint.
What it means for common Mysuru sites
Worked from nominal plot sizes in a Residential (Main) zone, for a building up to 11.5 m tall. Your surveyed plot will differ slightly.
| Site | Ground floor after setbacks | Share of plot | Most floor area FAR allows |
|---|---|---|---|
| 20x30 (600 sq.ft) | about 311 sq.ft | 52% | 900 sq.ft |
| 30x40 (1,200 sq.ft) | about 748 sq.ft | 62% | 1,800 sq.ft |
| 30x50 (1,500 sq.ft) | about 938 sq.ft | 63% | 2,250 sq.ft |
| 30x60 (1,800 sq.ft) | about 1,125 sq.ft | 63% | 2,700 sq.ft |
| 40x60 (2,400 sq.ft) | about 1,605 sq.ft | 67% | 3,600 sq.ft |
The FAR column matters if you want a third floor. On a 30x40 site, a ground and first floor at the full footprint come to about 1,500 sq.ft, inside the 1,800 sq.ft limit; a full second floor would go over it.
Upper floors can be a little bigger than the ground floor. The regulations allow balconies over the setbacks from the first floor up: no deeper than a third of the setback on that side (at most 1.10 m on the first floor), and no longer than a third of that side of the building. On a 30x40 site that adds about 44 sq.ft per upper floor. On plots up to 30x40, an open staircase may also sit in the setback.
Bye-laws are amended from time to time. When your plan is drawn up, check the rules in force for your plot, including any updates or changes; we do this for every Buildryt home before the design is fixed.
Power, water and the occupancy certificate
Mysuru's electricity comes from CESC (Chamundeshwari Electricity Supply Corporation): a temporary connection for construction, then a permanent one when the house is finished. Water and underground drainage connections are applied for through MCC.
Bengaluru now exempts small houses from needing an occupancy certificate. A June 2026 state order is reported to extend a similar exemption to other cities, but confirm with MCC or MDA whether it covers your plot before you rely on it. Either way, the house must match its approved plan.
Before you draw: five checks
- Find out whether your plot is under MCC, MDA or a panchayat.
- Check the zone on the Master Plan II-2031 land-use map: Residential (Main) and Residential (Mixed) have different coverage.
- Get the e-Aasthi record, tax receipts and encumbrance certificate up to date.
- Measure the plot's real width and depth; the setbacks follow them.
- Note the road width in front: under 9.0 m caps the height at 11.5 m.
